When you visit a page after you have logged in you will have the options displayed below the page title to View Page, Edit Page, Check Revisions and Track Revisions.

From the View Page (this is the actual view of how the page is displayed to visitors) you should be able to quickly check the file links by placing your mouse pointer over the link. While your mouse is over the link the link address should pop up in a yellow box. If the link displayed begins with
http://www.odspaction.ca/sites/odspaction.ca/files/
Then the link should be functional. If the link does not begin as above then you will need to manually change the beginning. This is fairly easy to do actually.
First step: Click on the Edit tab at the top of the page (see above image). The page will change to a screen where you can edit the page contents. Special NOTE: You will notice two buttons now appear at the bottom of the screen, Preview and Delete. Clicking on the Delete button will delete the current page from the site, use extreme caution when near this button!
Second Step: Hilite the link text.

Third Step: Click on the "Link" box along the top line of icons, the box will change from a clear background to a light blue background when the text is hilited (see top red star) A small window will appear with the current information on the link displayed.

Fourth Step: Change the beginning of the Link URL text to "/sites/odspaction.ca/files/" being careful not to erase any of the actual file name. In the above example you would remove the "/~new/drupal/files/"

Fifth Step: Click on the "Update" button. The window will dissappear and the link data will be changed. To save the changes you must now Preview the page and then Submit the page.
Sixth Step: Preview the updated page. At the bottom of the edit screen will be two buttons, Preview and Cancel. Click on the Preview button and the page will change to show how the page will appear.

This is the time to recheck any changes you made to the Page for accuracy. If you find something is not correct you can make the corrections directly on this page. You will also note that the top of the page changes to display Preview instead of the page name (see image). You will also note that the first line on the page reads Home >> Create content >> Submit Page - Ignore this line and avoid clicking on any links on this line! This Submit Page link is for creating a NEW page on the site but not for Submitting your corrected page!
